Legitimate, a scam, or impossible to tell?

Correct. Not quite. There is no chip card. Medicare cards are paper, they are free, and Medicare already has your number. Medicare does not make unsolicited calls asking you to confirm it. The number is what the caller wants, because it can be used to bill for services you never received. Hang up. If you are worried about your card, call 1-800-MEDICARE yourself.
