Losing job-based coverage gives Dana 60 days to choose a Marketplace plan, and at least 60 days to elect COBRA. Both doors are open, so there is no reason to rush through the first one. Electing COBRA straight away can lock her in, because dropping it later does not reopen Marketplace enrollment. Going uninsured risks everything she has saved.
